I'm an ebook publisher based in the United States. I intend to print several books that could possibly be in the public domain. There is a Spanish book that was originally published in Chile in 1928 (The author died in 1946). Further, an English translation of it was published in the UK in 1931. As far as I am aware, the book has never been published in the USA. Is it possible that a book with the aforementioned characteristics be considered a public domain in the US?
