When must an employer issue a Record of Employment in Canada?
I had worked for a company but my contract ended in January. Since then, I have done other work, however, the industry has been shut down by COVID-19. I applied for Employment Insurance (EI) and it requires the government to have a copy of my Record of Employment (RoE). I noticed the employer hadn't given me one. I contacted payroll and they said I'm still showing as active in their system, and "if this is related to COVID-19, we are not issued ROE’s for that purpose". What is considered "an interruption of earnings"?
