I have noticed that many sources mention some states (such as Oregon) that automatically allow spouses to be additional drivers on rental vehicles, including this one from Enterprise Rent-A-Car itself:

However, upon trying to rent a car from Dollar, I was informed that spouses should pay the additional driver fee, like anyone else.
I would appreciate it if you could elaborate on the matter from a legal standpoint.
