Contractor will not finish job after paid in full. I have a signed contract. He started the project 18 months ago. He has failed to complete job because of his financial situation. He has been doing other projects and says he will not make any more money here. He keeps putting off completion. I don't hear from him weeks on end. I have all emails and texts to support his actions. I am setting a deadline for completion this week. I can't wait any longer. What should I do?
