UK Indefinite Leave to Remain hasn't arrived

I have been waiting for the past 4 months for my UK Indefinite Leave to Remain to arrive yet it hasn't, They say there are time lags due to Covid19, can I legally do anything? I want to be able to travel abroad to visit my family.
