If you are in your country of origin, you must apply for a Work Visa at the portuguese diplomatic services, because any kind of Visa can only be conceded by the diplomatic or consular services of the country you want to go. If you are already in Portugal and you entered legally in portuguese territory without a work visa, you need to present a request named Manifest of Interest at SEF (Boarder Service).
