Patent jurisdiction patent can't be filed in any other country?
Can I patent an invention under one jurisdiction (national patent) and thereby ensure the patent can't be filed in any other country?

Yes that is feasible. Usually when you file in your country you get what is called a "priority date" which gives you between 12 and 36 months (depending on the country ... it can be quite technical) to file in any other country of interest. Within this timeframe, even if your patent application is published, it will still be considered novel for the purpose of filing.
