I am a Nigerian citizen resident in Nigeria, A citizen of the US threaten my life, Slandered my character, libel, sedition and blackmail. Can I as a foreigner sue her?

Yes you can, equity does not suffer a wrong without a remedy, but there are some questions to be answered by you, what medium did the slander took and where did it happen. But of course you know this has to do with two different jurisdictions.
