lawyer/law firm based outside Iran and qualified to advise on Iranian law
I am looking for recommendations for a lawyer/law firm based outside Iran and qualified to advise on Iranian law where the counterparty would be the Iranian State. Matters on which we will be looking for initial advice on are a) service of process against the State; b) jurisdictional issues; and c) enforcement.

You have to contact an Iranian lawyer. Howeever you may find a lawfirm abroad everything will refer to a local lawyer. So, recommend you to contact directly to a lawyer.

You need to use the mikhak website - the user must create their own profile and then they can write up the vekalaat. After that they get an appointment to visit the consulate where they sign it up: http://mikhak.mfa.ir/form/registration.xhtml Any 'agency' charging to do this for you is not doing anything that you cannot do yourself. If it is a complicated vekalaat then I suggest you ask your lawyer in Iran to log in for you, create the document that they need and then you can validate that at the consulate in London.
