Is allowing bets between people require a gambling license?
Suppose that an application allows users to make bets among themselves. Based on the outcome being bet on, the winning party will receive payment from the losing party. Is this legal? Would this require a gambling license?

Gambling activities in Canada are governed by the Federal Criminal Code. Section 201 and 206 make all types of gambling, betting, and lotteries illegal with limited exemptions. Companies are not granted licenses, but rather are registered at the provincial level to provide gaming services.
