I believe you are operating under the mistaken understanding of the "International Court". The International Court of Justice in The Hague only hears legal disputes between states, and thus cannot help you. The International Criminal Court in The Hague only hears criminal proceedings for war crimes and those have to be not only brought by the Prosecutor, but have to be from a place the Court has jurisdiction over. Again, as a tort claim - they cannot help you either.
