Inheritance for an individual with dual Belgian and Moroccan nationality

My wife a Belgian nationality, died here in Morocco in 2020. I am now in the middle of inheritance case. Because she was not Moroccan and she was not Muslim, it's Belgium law that is applicable to her inheritance case. My notary in Belgium told me that in Belgium law, since my late wife had no child or grand children, her estate belongs to me, but the notary in Morocco who my late wife took when buying the apartment says that my brother in-law has to be part of the heirs.
