"Title 42" refers to a section of the U.S. Code that allows the Department of Homeland Security (DHS) to remove certain aliens from the United States rapidly. This section was enacted in 1996 as part of the Illegal Immigration Reform and Immigrant Responsibility Act (IIRIRA). Under Title 42, DHS can remove aliens without going through the formal removal process outlined in other sections of the U.S. Code.
