"Yes, immigration records are a matter of public record. U.S. immigration records date back to the late 1800s and are housed at the National Archives in Washington, D.C. They can be viewed by anyone who fills out a freedom of information request (FOIA). There is a $20 processing fee for each document request. The Archives also charges $0.75 per page for copying documents, so it's important to submit as detailed a request as possible to avoid unnecessary costs."
