Legal meaning of “to the greatest extent possible”?
I'm reading a policy document and it frequently uses the term 'to the greatest extent possible. Is there a standard legal interpretation of this phrase in UK and U.S. law? How might it differ from the phrase 'to the extent possible?

Greatest Extent Feasible means that every effort within one’s disposal must be made to comply with the requirements of law or an agreement, and it could be interpreted as any possible extent, not necessarily the greatest. For example in public health order due to Coronavirus mentioned that the social distancing for youth ages under 5 at least six feet to the greatest extent possible.
