Kiogora Mutai graduated from University of Nairobi with a Bachelor of Law (Honours) in 1987 and acquired a Diploma in Law at the Kenya School of Law in July 1988. He then proceeded to work in the office of the Attorney General as State Counsel in the Legislative Drafting Section till October 1988, when he proceeded to pursue a Post Qualification Diploma in Legislative Drafting from the University of the West Indies, Barbados. He qualified as a Certified Public Secretary (Kenya) in 1997 and in Computer Operations in 1998. He obtained a Masters in Law at the University of Nairobi in 2005, majoring in telecommunications. In 1989 he worked as an Associate Advocate with Oraro & Rachier Advocates. Duties performed with them included Litigation, Banking and Insurance Law out of court settlements for insurance claims. Some of the organisations he performed legal work for include Phoenix Alliance Insurance Company, Jubilee Insurance Company, Kenya Commercial Bank and Thabiti Finance Corporation.
