The right to access to correspondence documentation between the government and the insurance company

Recently, my insurance company filed a subrogation against a government entity for the recovery of my deductible their expended cost, following the damage that occurred to my vehicle in a government-owned property. My insurance company recently informed me that they will not continue the subrogation claim against the government and that if I wanted to recover my deductible I would need to pursue that myself. As a result, I requested all the related correspondence between the government and the insurance company. However, they refuse to provide me the information, claiming that I don't have the right to access them. The question is, do I have the right to access the aforementioned information, and is the insurance company legally obligated to do so?
