Anyone under 18 is typically considered to lack the capacity to contract. This is because people under 18 are not legally considered to be adults in most societies and thus are not held responsible for their actions in the same way that adults are. This can vary somewhat from country to country, but generally speaking, anyone under 18 is not legally allowed to enter into a contract. There are some exceptions to this rule, such as if the person under 18 is married or has been determined to be lawfully emancipated by a court, but those situations are relatively rare.
